Well, first thing I would recommend cutting the cdi this will definiatly add a few extra miles an hour, but you have to do this correctly or you will have to buy a new CDI. The cdi is located next to your battery it is a small black box. Secondly you can tweak your transmission, new springs for faster take off. Thirdly you can get a new variator and variator roolers, lighter weight roller = faster take off heavier roolers = higher top speed slower take off. And lastly you can rejet the carborator. These are the least expensive things you can do for derestriction.
Mine was derestricted I was gettng about 42mph on flat ground, everyone has recomended getting a big bore kit, so i did i am having a few hiccups right now, but when i get my scoot going I will post on how performance is.
