remove everything and paint it.... just make sure you do it right and take the time to prep..
I never painted a scooter Yet.. but paint cars all the time..

1. remove all parts thats  going to be painted..
2. sand with 600 sand paper.. so the new paint have somthing to hold too..
3. degrease it.. go to your local automotive paint shop and buy it there.. some parts stores might have it.
4. primer..if not.. just shoot color.. i use a gun.. works best..
.........when painting you can go single stage paint (color with clear build in)or
two stage paint (shot color 1st then shot clear).
5. let dry min. 3 hrs to touch some times depending on weather might take longer.usually give
24hr to put it back together..

Being these scoots are plastic I always use Epoxy Primer. 24 hours to cure before sanding, and finish coats but WORTH IT.
