there is a panel over the front tire , one screw on each side take that off and you can reach the leveling screws ,.  I used a stubby #2 philips screw driver,.  thats the red one,. if you can get someone to sit on the scooter you can see how far the light go,s and have a piece of card board to cover one light so you can see what you are doing with the other light,.

I took the front end off when I changed the bulbs, that was befor I found out the little panel over the wheel gave access to the light adjustment screws, I did not see any side adjustment ,.only distance,.  I tryed all the high output bulbs then I went to HID bulbs  and they lite the front and sides very nicely,.

using a # 2 philips screw driver just turn the adjustment screw left or right until the light is at the level you want, look under and up at the back of the lightyou will see where to put the screw driver, a cross slot ,

Adjusted my headlights last night.  Didn't have to remove any panels.  Just reach underneath and the adjustment screws were easily reached. Just needed a short phillips head.
