Yesterday while riding I started  loosing power. I went from 12.5 volts down to 7 volts. No charging at all.

Regulator or stator which is better to test and  be the culprit. can i test both while in bike?

Yes, you can test with them on the scoot.

I highly doubt the regulator will start dropping voltage, it works, or doesn't, in  my opinion.
If it is the regulator and revving does not increase voltage at the battery, Google for instructions on testing it.

The stator usually has three wires coming out of it, and each must have the same certain electrical value, but I am not electrical so can't advise further other than again to Google for instructions.

It was my stator.

Hi Carmen, did you measure the stator wires with an ohm meter before it was removed?

It was low 2 ohms

Stator problem can also be trace back to regulator, check it and make sure you don't fry your new stator.
