Just to wrap this up - it was a dead battery, and the kick start is completely non-functional.  Luckily I have a very reputable shop close by that works on scooters, so I walked it over and they put a new battery in pretty quickly-- I wanted a new battery rather than a recharge.  The repairman said the kick starts on the Kymco 150's are crap, which in my opinion, is this bike's only downfall.  Otherwise it's a great bike.

Bought used, started like a champ for the first two weeks, then today tried to start a few times, got weaker and weaker, then just a click.  Kick start is absolutely useless and I am 6'2" and 165 pounds, so i am definitely kicking it.  Kymco really dropped the ball with the kick start - I have to walk it to the shop a bunch of blocks away as I am in no way a mechanic so i can't just simply take it apart and clean fuel lines and carbs.  :-[
