Agility 50 / Agility city 50 cdi problem

Hi everybody i m From italy and i m sorry for my English 
I bough a used kymco agility city 50 2008, i changed the drive boss and main jet, i cut the wire in The cdi, i also tryed to cut the cdi but i still going only 45 km/h, and when it reaches the top speed if i release a bit The power he Goes a little more, in my opinion is a cdi problem what do you think? The scooter run 22000km with restrictions, maybe is that the problem?
