Agility 50 / Cold Start problem, 5 min / How to fix ?

I just bougt a Agility 50 cc the other day, before i bought it i testetd it and it started and ran well (beacuse the previous owner ran it warm! of course 
)
So, now i have a scooter that is what i call useless, the scooter always starts, but it takes about 5 minutes to get it warm and have full power.
I have changed the fuel filter, and took out the spark plug and cleaned it and also tested this autobypass choke, (2 ohm, should be between 1-10ohm)
A scooter can not be like this, is this something that i just have to live with? or are there people that have had the same problems and solved them?
Temp weather: -1 *c to 5 *c
2008 modell, 4.500 km
