I am out in some pretty crappy weather here in Canada and the bike needs a real good going over. So if I can do these bottom pieces inside and out than that would be wonderful but if I have to take of the whole front end than forget it.

sorry confused.  So can I take of the bottom parts without taking of the front panel?  I would like if I can to clean inside of the panels that is in front of the rad as shown and the bottom part.

So I can call you Kat, Great. Remove surface rust from Chrome wilh an SOS pad and plenty of water. Rub lightly and then dry and apply chrome polish. Painted surfaces, use a small "detail" wire brush with soft wire and brush lightly, followed with either spray paint or coat with WD-40. Next question?

Thanks to you both!  Mac tell me than I take it I don't need to remove the front cover first?  I can just take of these bottom pieces to clean up thoroughly.

I want to clean the plastic part underneath the bike and in the front where the rad is.  Can I take those parts of easily without having to take apart the whole front end of it? Just looking in my book here and it is to overwhelming to understand.

I wouldn't worry about that too much; although washing the salt off is a good idea.
If you're feeling ambitious in the summer you can take it apart, sand it a bit and paint it, or just order a new one.
Rotors wear out before they rust though normally and a little rust like that is far from unheard of. 
Doesn't hurt to keep an eye on it though, & I wouldn't leave it sitting soaked in road salt if I could avoid it. 

You may want get underneath the plastic and give the bike a once over too. If the frame is getting a bit of rust I would address that, if your exhaust is I'd hit that as well.
I'm not familiar with the foibles of the downtown but it's not uncommon for a vehicle to have a spot where the damp and salt like to sit.
If you're aware of it and check it now and again, maybe clean it and give it a spot of paint no big.
Normally no big, but it can, in extremis, weaken the frame at a weld, or a bare spot potentially.

Tromper, with the rust on frame or muffler what would you use or do?  What about spraying the muffler with that muffler paint?

Gosh bike is dirty.  That is what ya get when you ride in the winter months here in Canada. :P Did not get to clean it up the last run.  I usually clean it after a ride when it is warm enough.
