Grandvista 250 / Oil change - order of filter, etc.?

So now that I'm at the 3000 mile mark, I decided it's time to change the oil. I managed to drain it but it was messy! Nice new oil spot in the garage... And I got confused with the parts. The spring came out right away, of course, but after  mostly all the oil was drained I thought, hey, isn't there supposed to be a mesh filter in here? And lo, fishing around in there with my finger I first found a washer, and then behind that, the filter which I had to turn many times to get out. (I'd expected everything to just come right out with the plug/cap.)

Now the question is, do I have the order right? The washer has me confused. I'm assuming the washer has to be first, followed by the filter, spring and cap. Is that right? (See attached image for disassembled parts.)

Also it's okay to just leave it all open and draining overnight, right?

p.s. Thanks to Carter for the oil type advice! [Note to others: 15W-40, API SM, is just fine, and it can say 'diesel' on the container.]

Thanks for replying, ScooterLar. I hope to avoid the rain too, although easier said than done in Portland. A friend of mine said if even a little moisture gets under the seat then i'll have trouble; i'm not sure how accurate that is. Anyway, I'm thinking maybe some kind of plasticy, rubbery washer might mold to the seat a little better than the metal.

Former owner did this for me and just put in bolts with washers covering the holes. But I fear water will seep through them if the bike's exposed to rain. Anyone have a better solution?

Late thanks, Carter! I just tested it with my old RadioShack (remember them?) analog meter and it registered exactly 12.5 V DC. Revving didn't seem to change the reading. This was just after returning home from a brief ride though; should I test it after trickle charging it to maximum? Or is this enough to conclude that it's not at high enough charge?

Used 2008 GV 250, such a pretty white bike but problems from the get-go with holding charge. At first I assumed it was the battery. The previous owner came out and replaced it with a new one. Nice! But problems persist. It seems to need a trickle charge weekly, which seems nutty. I'm riding it daily and expect much better from Kymco (never had this problem with my late People 150!).

Has anyone experienced this? Do I have a lemon with a bad charging system? Any info on this would be appreciated! (Had to have it jumpstarted today to get home, and blew a fuse (and maybe worse) on the attached trickle charger pigtail cable in the process --I had jumpers connected to the pigtail cable, and then chained those jumpers to car jumper cables. Did not work! Only successfully jumpstarted it after unscrewing and exposing the battery and directly connecting the car jumper cables, without chaining. It's now back on the trickle charger, but how long before it leaves me stranded again?)

Thanks Carter. I'm not sure how to remove the seat, any tips? Now it only opens if I push down the back while turning the key. If no pressure's on it, it won't open.
