It seems on the face of it that using synthetic motor oil would increase the interval, since synthetic reduces friction,  and therefore wear.

Very strange indeed. Mine agrees word for word with yours except for the 15W. Look on the last page of the manual by opening the back cover. Towards the bottom in a box it says the following concerning the manual, "First Edition, Jul 2005". We could have different editions of the manual but which one is right? Third party needed.

I have a 2009 S200 also and my manual says use SAE 10W40. See  page 48 of the manual. Mines 6" X 8" and red.

In a perfect world, the dealer would offer to sell you replacement tires at the wholesale price which he would install for free, if he wants to keep you as a valued customer. You can tell him it was your lawyer's suggestion. (Hint, hint.)

I had an afterthought about the tire. It was probably factory installed with the aid of a mechanical tire installer and the operator forgot to lubricate the bead, and the machine forced the tire onto the rim and damaged it. Just a theory.

Doing tight turns and figure eights felt funny to me too at first, but over time I got better with experience. It felt like I was falling inward, but judicious throttle control helped.

Just a guess on my part, but I wonder if the tire was ridden flat after it lost air, and what you see is wear from rubbing on the rim. You say you bought it new however, so ???

When I'm backing the scoot out of the garage to start it, I hear a rubbing sound under the front covers as I turn the handlebar. Probably a bundle of wires intent on rubbing off the insulation.

Googling induction loops will tell you how they work. They are induction sensors and indicate a change in inductance when a ferrite (iron) object changes the induction. With a car it's no problem, but a scoot has little iron. You could try two things in my estimation: One is to add some iron (something that attracts a magnet). I'd tape something to the floorboard temporarily to experiment till I found what worked and find a better home for it later. Just a steel serving tray might do it or a plate from barbells. The second thing is to try to find the sweet spot by the gate where it might work. A car covers a large area and a scooter doesn't. Look for where the loops are in the pavement. Or you could just buy a Harley and they will open two blocks away. LOL
