People 50 / Peoples 50 won't start

Good morning, my peoples 50 won't start this morning.  I haven't started it in a week and it has been rainy all weekend.  It is covered though.  Would using starter fluid through the air filter intake harm it in anyway.  It seems to need that  little extra to get going.  If so is there anything I should know before attemping this proceedure.  Any help would be great. ???

I wanted all who helped me with my issue on my Peoples to know that so far the adding Seafoam to a new tank of gas has cleared up the situation.  Thanks so much for the advice.   ;D

Yes it sat all winter.  I did put fuel stabilizer in it though.  I also have had it into the shop for an annual tune up less than a month ago.

Yes I bought it new and it has 1050 km's.  Its been running great till last weekend when this issue started.

I am having an issue when I throtttle to go from a stop.  I loose alot of power and there is hesitation.  It eventutaly regains but that could take at least a 100 yards or so.  I tryed cleaning the air filter.  Still doing it.  Could it be bad gas? It sometimes will only go around 20 mph and then all of a sudden it will pick up and run like normal.  Frustrating.  Any help would be appriciated.  :-\
