I've found that rollers that are flat spotted can cause that,and you may want to step up to a 1500 rpm torque spring.That will help hill climbing and downshifting when accelerating from an rpm below the powerband (say around 8000 rpm). The rollers that come with the Technigas pipe are crap.Get a good set of rollers and go from there,I would start somewhere in the 6.5 gram weight area,but you may need to go lower depending on rpm's.
