That stuff looks like grease it's also on my scooter as well but in the handlebar area

...if your scoot is still mostly stock...stick with the c7, or it's equivalent...
..i think the Autolite plug number is 4194...
..but that might cross-reference with the NGK c8hsa, which is what i run in my scoot...
..well, not ANY Champion...
but the c7hsa clone...
..my scoot had a Champion in it oem...
..it'll work just fine!!
...Advance has a "Champion" and an "Auto-Lite" plug in the NGK equivalent...
..either will work, and both are less than $2.50.....
G'day Redneck, don't wait until Friday, that is too far away, can you get another spark plug to test for spark. You said you checked the fuses, I have heard some on here say that the fuse looked good, but were actually faulty, also the connector on the fuse could be a poor connection. Keep looking, don't stop if you don't have to. Always find the easy way if it is there.

..yup...still is new...
..you can remove the plug, re-connect it to the cable..lay the threads against the metal part of the scoot's frame, then try to start it, observing the plugs gap, looking for a blue spark...
..that'll tell you if it's firing..
