Well, after my last post, I found a PDF mechanic manual for the 500 and 700, and see that I need to remove an end cap and pull a circlip. This manual is large and I couldn't load it to share. It's 1385 pages long, and I found the actuator removal on page 1052. lol. If anyone is interested in the manual, drop me an email address and I'll send the PDF. Otherwise, you can Google "Kymco mxu 450i actuator removal," and the attached screenshot is what I selected. Lots of useful info if needed by any. [emoji16]

I've checked the power at the actuator connectors with the voltmeter and I'm getting the voltage. After reading through many "4wd problems," it seems that water gets into the actuators and can potentially be cleaned out. I removed the three bolts that hold the actuator in place. I can't get it to come out. It seems to come out about an inch further if in "differential lock,"  but still won't come out. Is there a trick to full removal of the actuator? Do I need to get into differential and pull a pin or what?

Did you ever find the problem? My son's 450i is doing the exact same thing. I'd like to go straight to the problem without a bunch of trial and error if you found it out.
