zx50 / Would you buy? Things to check

Hey y'all! I am part of the club...almost! I am going to look at / buy a 2004 Kymco zx50 on Friday, 03/11/2011. The agreed upon price is $220.00. Plastic is all good, seat, lights, steering, etc are all in great shape. It has 12300k on it. Here is the catch: Dead battery and won't start. Seller has said that kick start cranks it a few times but then gets "stuck". Seller says it doesn't sound like it's turning over.
So... Engine might be frozen, etc... If I have to buy and refinish top side with cylinder kit, I can do that but WHAT IF: The entire engine is bad / broken?
What shoul I be sure to test / turn to make me believe it can be resustated with a kit? Take what off and look st?

Lastly, is it worth 200 in parts if it comes down to that awful awful fate?
