Agility 125 / New to Moped/scooter repairs but think i have seized cylinder

I have a agility 125 unfortunately did not take care of her as I was in a hard spot in my life and didnt think about checking fluids regularly (I know dumb move) Lost acceleration on a road trying to get up to flow of traffic pulled over to the side and attempts to restart did not work just a spinning sound. My dad said its probably something to do with the piston since I no longer have compression behind my spark plug but at the time I didnt have the tools or space to work on it. I now am at a point were I want to fix my mistakes but dont know where to start tool wise to open up the engine and be sure whats broken so i can try to work on it since all the moped shops in town(san diego) straight up told me they wont work on my model or will just replace the whole engine. I am looking into getting a toolkit to open up the engine hopefully on tuesday but alot of the research im looking into talks about upgrading the size of the cylinder and I dont think im tech savy enough to do that I just want to get her running again and help is much appreciated
