You said once the wrapped, broken fuse was replaced the starter ran continuously. Fuse got hot. Starter stopped when fuse pulled or start switch disconnected. THEN test switch with multimeter set to ohms to see if switch turned on when pushed and turned off when released. Did you do that?
I found where the switch was shorting out where some insulation rubbed off. I took it apart and separated the wires.
The switch seems to work intermittently with ohms as low as 3 and as high as 140 dancing wildly when switch is pressed. It seems I am chasing on problem to the next...
I have found the left handle bar switches (turn signal, Dimmer Horn, switches) are causing the fuse to heat up .
I unplugged them and it stops heating up.
