People s200 / Headlight aiming

I have the manual but turning the headlight adjust bolt under the headlights doesn't do anything. Is there a pivot lock that needs to be loosened? Thanks

I've had my used People s200 for 5 months and put 1200 miles all in-town riding at 25-55 mph and have averaged 77 mpg.
