People 150 / People 150 - Loose Throttle Assembly

My girlfriend and I both bought used People 150's. The only problem with hers is that the throttle assembly is loose. Not a small amount of play but the entire assembly rotates considerably when twisting - perhaps slightly less than a quarter turn around the handlebar.
I located a small screw on the bottom of the assembly, behind the cowling and slightly below/behind the brake lever. Without removing the front cowling, I was able to tighten it up somewhat and that did help reduce the rotation but there is still some play. This leads me to two questions:
1.) Are there additional screws that need tightened?
2.) How do I remove the front cowling (where the headlight is) to better access the one screw I have found. I had to go in at a angle and honestly I think as a result I may have slightly stripped the head of the screw. I don't want to tighten it further and risk further damage to the head due to the angle trying to reach it with the cowling in place.
