I don't think this is a "problem" with the scooter, but actually quite common.
I had to kick start my 125 when it got below 50 degrees
It probably just needs slightly more gas, so either adjust the a/f mix and maybe the idle as well.
You could always buy the 38 sj from scrappydogscooters as well

Unscrew the other screw a little as well. It could be too tight and squeezing too much and throwing off the angle of the bottom mount

I did the dr pulley variator with 12 g sliders and 1500 clutch spring
The spring is important in keeping this variator in the power band and it has smooth acceleration right on through. How much do you weigh?
I also installed a 42mm polini cone filter, which was foam but covered by plastics to keep it relatively dry. I messed around with all types so jetting, but found the stock jetting to work the best. Once the weather turned a little colder, I was going to up jet the slow jet to 38 but my scooter got run over in the parking lot at work and was totaled.
