A good rule of thumb with how much for oil in a conventional fork is 4 to 6 inchs from the top of the tub to the oil level with the spring out and the fork fully compressed

Kymco has, as do I, these adapator plates for that issues.  Personally they are not worth the $7bucks they charge me (dealer) and I don't have the heart to add 20% to them and sell them.  All the new models corrected that issue.  But there is a solution to that problem.

There is definately some differant ways of wiring and I know that alot of the Kymco Scoots run some things on AC voltage, like the autostart.  Furthermore, that headlight issue may not be an issue at all.  Unfortunately I don't have one on the floor to check, but I remember all those bikes of days gone by that did the same thing.  Granted, alot of them ran the system w/o a battery, which sores the voltage and keeps drops to a minimum, but is very possible that this is not an issue.  However, I agree that is is a good idea to pull the suggested maintaince suggested by the others.  Alot of stator failures (and electrcal) are caused by corrosion in the connections that build too much resistance.  Get some contact cleaner and dieElectirc grease and spray them with the contact cleaner, compressed air and apply some lube to them.  Even if it does not cure the "problem" it is good maintaince.

I would highly recomend Not installing one of those open covers.  Although they look cool for show, if you do not have a show scoot, don't waist your money.  I have installed a similar thing on several Harely's, called "Open Primary Cover" and all the customers were less then pleased a year later as all the road dirt gets sucked right in there, thus creating another maintance issue.  Good luck

On the flat (level road) with stock set-up it would be tough, but I have seen the things that amazed me.  Basically you want to use your ear as your rev limit.  You can hear when your ringing the poor things neck down a slight grade under wide open throttle as it is just screaming.  That would be a no no.  So just use your common sence and you should be fine.  They are tough little engines.

In addition, I would "load test" the battery.  First, place it on charge to make sure it is fully charged.  With a 1amp/hour charger this will take approx. 5 to 8 hours depending on the current condition.  Next, with the help of a friend place a volt meter on the battery and hit the starter button and record the volts.  If its still just clicking the volts will be very low.  The clicking sound is most likely your starter selinoid; as there is not enough amps to turn the starter over.  Also, just because you have lights means very little as the amps required to start the scooter is far greater than what is required for lighting.
