Stryker / Petrol exiting from angled top hose on carb, help required

Hi, ie just started to fix a Stryker 125, on start up there is an angled pipe where petrol is leeking out,
is this the float valves jammed open? or is it the diaphragm burst/ other? looked as if someone has been here before me as pipes are missing off the fuell vacuum valve thing, (front on next to petrol IN feed from tank)
any advice welcome
