Brake Light Modulator

There seem to be several brake light flashers, strobes, pulsers, etc. on the market.
I am wanting to install one on my Kymco LIKE 200i ----
I understand that rapidly strobing rear red lights may not be permitted - but there seems to be no problem with a slow flasher. And, am I correct in thinking that an LED brake light is no brighter than an regular  tail light/brake bulb? However, some strobers require an LED?
Any suggestions?

Depends on the number and type of leds... The idea really is to get the attention of the rear vehicle when you brake... flashing, running, any sequence is good because it gets the attention of other drivers... without getting them annoyed...

I have a red led strobe on my scoot...
