BV250 Engine noise

Just to toss this out there for a winter evening discussion.
With a thousand miles on this scoot , what issues could cause the noise mentioned in this listing. I know nothing about these scoots - but failing a massive over-rev it seems to me that this could not be something serious?!
A very pretty scooter!
Veteran scooterists thoughts.....?

Stay away from it, the guy selling is Chicago motor works and he doesn't have the time to fix it or look into it? I call BS, if he's a mech. and doesn't want to get dirty fixing it why would it be something anyone else would want.

The labor prices for those are high! Not sure what could cause motor noises
after only 1000 miles but maybe he forgot to add oil after the first change?
