Messed up doesn't give enough info for anyone to be helpful so try explaining what the scoot is doing in detail.
Once the carb is off, you'll see how simple they really are--if you pay attention to the parts sequence etc if you take it apart.
If it idles but will only run with the choke on, you have a plugged secondary and/ or main jet. I would put a large portion of carb/ fuel injection cleaner in it, like Chevron Techron and ride it like you stole it to really force the fuel and cleaner through the jets. If that doesn't work, you'll have to take it apart. Use a carb cleaner spray on everything inside but especially any jet orifices, blow them out with compressed air and reassemble and give it a try.
Once the carb is on the work bench, the cleaning/ rebuild (Hardly ever needed) takes maybe 15 to 30 minutes at the very most.
