Super 9 Loses power, won't rev above 6.5K

First I'd like to say I'm not terribly mechanically inclined but I want to learn. The most I've ever done one my scooter is replaced the mechanical seal in the water pump. I bought the scooter used and have been riding for a few years. My brother replaced the rollers and the belt  for me about 5 months ago, and I haven't been riding it for a couple months now. (I got a motorbike and was riding it during the summer.) Now the weather has started to go so I'm back to my little buddy.

The Problem:
It's happened 3 times now, twice on the highway and last time when I was leaving my driveway. I'll be riding at about 60km/h and about 7 or 8 thousand revs when all of the sudden, I lose power and my revs drop. It idles a little lower than usual. When I say lose power I mean I can't get going any faster than maybe 5km/h. When I get off and put it on it's center stand and rev, it doesn't go above 6.5k. I don't see anything leaking and for the most part it sounds the same (the first two times the after-market exhaust sounded a little softer than usual.) There is about 20,000kms on it. (I don't know the exact number, my speedo cable snapped off a while ago and left a piece I cannot get out in the little socket where it connects to the front wheel.)

Has anybody had the same problem in the past with it just dying like that? The first two times I just had to turn it off and on again and it fixed itself.

How does your spark plug look?

Clean. Replace it less than 1000kms ago. Took a look at it anyways, wiped it down.

Maybe the carburetor has gotten gummed up in storage. Open the carb and clean out all the jets. Use a properly fitting long handle screwdriver if you don't want to strip the screws.

Still no luck. I have cleaned the carb. Took it apart to it's component pieces. Did the tests of resistance on the bistarted. Used my an electrical vernier caliper to measure the float distance. Used an air compressor and very thin, soft wires to clean all the passage ways. Rebuilt it. Got new reed valves. Put those on. Checked the exhaust, that was fine. Everything seems to be as it should except the whole scooter itself just doesn't want to give me power.

..I would definitely open the cvt cover, and give that a good inspection...

I had similar symptoms on a scooter I worked on a few weeks ago. I would be wide open for a mile or two then it would slowly die while I was riding it. Turned out that the oil reservoir had water in the bottom and also had air in the oil pump. So the motor was starving for oil and seizing.

Could be worth a check. Pull the oil line coming from the pump while the scooter is running and see if it is flowing.

So I am having similar issues. I can not get revved over 6.5k, I cant move faster than about 30 mph. I have replaced the air filter, fuel filter (and hoses), and exhaust. I dont believe it should make a difference however I have also replaced my handlebar grips, end weights, and mirrors. Any help would be greatly appreciated.

How many miles are on your bike? Have you had a look in the CVT case? Are the clutch pads and rollers in good shape?

Does the bike run okay up to 30 mph?

After talking to a local mechanic he is under the belief my jets aren't set up right I have stock engine reed and carb, but I have installed a Vortex low resistance filter and a Technigas Next-R exhaust, what is the recommended jets for sea level?
