Problem with scooter when under load

Hi, I have a 2012 agility 125 scooter that today I had just put new gas in it, and on my way home going up a hill, it just stopped moving (scooter turns on still). It seems that i can still go really slow if I keep the throttle on at a very specific amount, but if I put the throttle up towards anything usable it sputters out.

My father who is only mildly experienced says it sounds like it is either not getting gas, or it's bad gas, but he isn't really sure.
Only have about 800miles on her (1300km)

Any idea what the problem would be?
I am a total novice, and not sure where to start.

Any help would be very much appreciated.
And if any additional information is required, please just ask, I will gladly answer.

I don't understand what is happening. If the engine is running and you can't move, maybe it's a clutch problem? You should still be under warranty so get it to the shop.
