I know that EPA tests for mileage in cars are done on a standing dynometer and held at exactly 55 mph: No wind, no curves, no hills and no stop and go.
My 400HP Dodge Ram, Hemi pickup gets 25 mpg on flat, straight, long distance country roads at 55mph with the cruise on.
It's been my experience, having traveled all over the United States and Mexico that most folks drive way to fast and pedal to the metal quite often, always exceeding the speed limits and then wonder why their car/ pickup/ bike or scoot doesn't live up to what the EPA says.
Your question is interesting though. I'd say with a little 50cc scoot they probably ride it no faster than 25 mph on flat roads with a tiny guy or gal on it:)
