What is it and what country is this?
I thought this was a design idea - he's riding one.

I'm a bit confused, the picture is a Honda NM4 Vultus, but the video is a Kymco Xciting 400...?

The Vultus is nothing more than a Honda CTX with a batman makeover kit applied.
Then sold in small numbers at an utterly ridiculous price.
