One of those little fenders, ususally black plastic, that hugs the rear tire.   I wish you luck in finding one, guile.  I think it'd look good.

Urbestfriend didn't know what a tire hugger was either and had to look it up.
It looks like they are readily available for most motorcycles.   You might be able
to adapt one,  however around $100.00 is pretty steep for me.   I'll keep what
came with the bike.  Any experience with a short or no bicycle  fender,  you usually
end up with a dirty or wet back and that's only going 15 mph.

A good hugger should be standard. The slab of rubber that is hanging there now is a bit ridiculous I think.

I could not find one piece of information about a fitting hugger. I don't see myself drilling holes in the rearaxle to make one fit either. Anyone else up for that? :D

It should be a straight forward install. I swap fenders all the time.
Try looking at used Motox (dirt bike) parts, or a local scrap yard.
You can easily drill a few holes in the fender, and Zip Tie it to the frame/anywhere really. If you do it nicely no one will ever see a couple zip ties.

No problem.
I prefer the naked tire look on my bikes, but riding year round it gets old having a "skunk stripe" up the front, and back.

For a buddies bike I semi flattened out a Tricycle front fender, and installed it the same way you want to do. A little black spray paint, and he body plastics hid it.
