This is an issue with an EFI bike, you should NEVER EVER EVERRRRR have to touch the "idle", the computer is supposed to do that. Not too sure what could be going on, if the idle is that crazy the bike most likely is throwing codes, bring it to a dealer and have it scanned. Exhaust leaks will throw off off the O2 sensor, but it shouldnt idle that bad still. Check the obvious stuff, correct NGK spark plug, correct and clean air filter etc. If the plug is not an NGK DPR7EA-9 then you need to replace it. Did you buy it off craigslist or from a dealer selling used bikes?

Now that I am thinking about it, I have never seen a fuel injected 250. Does it say "Xciting 250I" Or anything along those lines? You could have a carbureted bike and the dealer just lied about it having fuel injection, I've seen it happen before.

I take that last part back, just looked at the parts diagram and they did indeed make a 250RI. Rare bike, I've never worked on the EFI X250, and I've seen prolly 1000+ Kymcos here in the NW.

Ok that makes more sense I had just stupidly assumed you were in the states. Check the basic stuff, and if the issue persists then you need to have someone who knows that fuel injection system look into it. Many things could be causing this issue.
