Agility 16+ 50cc Derestriction problems

I just got a 2016 Agility 16+ 50cc Snorfiets (limited to 25kph).
The guy replaced the CDI (and did some wire cutting on it as well)
He replaced the variator boss and rollers

But I still only get about 45KPH top speed and it has to be very flat or I can't get past 35. Sometimes under ideal conditions on a nice long downhill I can get up to 50.
What am I missing?

Just checked. No restrictor ring in the intake

You need to up the main jet to 82

OK yesterday we changed the CDI again and put in lighter rollers, which helped with acceleration, but I'm still only getting up to 40KPH on flat ground, 35KPH uphil and 45KPH going downhill.

I'll try to convince my mechanic again to change the main jet to 82

replaced the variator boss
As discussed in this thread . . verify belt movement with a black marker.

If variator belt travel is too far out, there may be friction against the starter pinion (bendix).  Service manual reference images.

Might also look at the roller ramps in the variator movable face . . just to verify there has not been a design change restricting outward movement . . similar to the restricted version the the Honda Metropolitan.
