If they are the type of caps I think they are, they have a "cupped" piece that goes under the screw.  This "cupped" piece has a small lip around the edge that snaps into the cap.  My guess is the lip has just worn down on yours so it's not holding securely.  They are just plastic, so they can wear pretty quickly only a couple removals.

guess I will pull one of the ones that doesn't seem loose and see if I can figure out what the deal is.  I found that my dealer broke whatever holds the auxilary plug in the seat well,  I was hoping to avoid brutality on these fragile plastic parts.  hope in one hand.....

If you have a crafty spouse, low-temp hot melt glue may be a good option.  You can peel out the old before adding new. 

They are cheap at WallyWorld.

Well, as a pragmatist, let me just say that I don't remember when all of MINE disappeared. Given that they're not a critical component, I never really worried about replacing them.

I bought my P250 used almost 2 years ago and until this thread came along, I never knew I was missing them.  I have no plans to order them. 

I could use about 6 other pieces of plastic based on the dump by the PO and the tip one of my co-workers gave my bike. It's about $300 to replace all the busted pieces on my scot.  Unless you look close, you can't see most of the damage.

I pulled them all off and they appear to be the same part number, but each one had a different number in the center hole, 7, 24 ,25, don't remember last one.  Whether or not they stick is hit or miss, I cannot figure out how they are supposed to work - simple friction, but sometimes they "raise" themselves up off the bolt head.  One of my shop guys suggested rubber cement, in lieu of me not having a hot glue gun.  They keep debris from filling the cavity the bolts are in - I want them and I want them to stay on!  This is not good engineering - such a simple problem, with the same amount of effort one would think they could have done something that wasn't so half assed.

I am going to guess the different numbers indicate either "when" (date code) they were made or which machine made them (troubleshooting malformed ones at the factory).  Good luck on your project.  I don't miss mine.

I would have thought by now the dealer would have backed up, and given you a handfull of them. Did you show them the correspondence from Kymco? If the dealer won't help you, drop me a pm or email, and I will send a few out to you. It's just tooooooo much grief for a simple part...

I'd drop my teeth if my dealer had those in stock. Drive belt, air filter, brake pads?  Yes. Cosmetic bits for my floorboard?  Haaaa.

Talked to dealer today - he just got 4 new ones in for me - gonna mail them to me along with a couple screws that got left out at repair - which seems to have fixed my leak problem - keeping fingers crossed.

UPS brought caps this morning. They snug right on as they should - not sure why the old ones gave up their snuggness.  Also got my 2 missing screws back!!  Next project change oil to synthetic - gonna use 5-40 Rotella full synthetic.

Been watching this to see if you'd ever figure it out.  Glad new ones did it !   It's the principal of it all, right? 

I've decided to use that Rotella when I change oil too.
