Agility 50 4T throttle problem

Hi all!
I got a problem with throttle in my Agility 50. Few days ago, when I was cruising through the city something weird happened. I had throttle fully opened. When I wanted to slow down a bit, I started to close it bit by bit, but it didn't have any effect. It looked exactly like it was still fully opened. After maybe 20 seconds it reacted correctly. It happened to me two times - both few minutes after starting engine. I adjusted the free play, because it was a liitle bit too much but it didn't help.

What do You think the problem could be? :)

Cable is bound up in the housing. Clean it out or replace.

If not a binding issue . . fuel petcock diaphragm may be defective, allowing fuel to bypass the carb via the vacuum line to intake manifold.
