Extremely lucky on the rider's part. It's hard to tell if he applied his brakes when the mat fell and roiled into his path. A yellowish light goes on above his rear wheel, and there's a little smoke from what I'm assuming is his attempt to brake, or exhaust maybe, but no swerving from the bike.

This could mean he was in a controlled brake, or no braking was involved. It could also mean he may have dropped the throttle and fixated on the mat causing him to run right into it. I'm leaning more towards fixating
on his part.

I wonder if the SUV owner will ever see the video?

It always amazes me that peoples first reaction is to move to the side rather than braking. Riding a bike requires constant attention. Good thing he is ok. I'm sure the boat owner realized when he stopped that his mat was missing and if they see this video they should do the right thing and provide their insurance information.

The SUV/boat owner may have been extremely negligent in how he/she secured the mat to their boat. It looks like it just rolls off, as if there’s nothing to secure it with. If that’s the case they may be hoping not to be discovered than come forward. However, they could be identified at any toll booth cams they pulled through if this is an interstate they’re riding on.

It’s up to the cops on how far they take their investigation.

No toll booths up here. There are several hiway cams on that stretch that the state patrol can try to look at and see if they can get a plate number. Would be the best if the boat guy sees the video and comes forward though,

I envy you guys. Toll-wise. in the North East, they bend you over a barrel and won’t even make eye contact. Hopefully there’ll some kind of break
in the case;

Good to know. Sounds like it may have been an honest mistake, and not negligence on the driver's part.

I'm sure he just did a really crappy job of tying it down. Lucky the cycle driver was not hurt bad.

An honest mistake has nothing to do with negligence.  It's how much of an honest mistake and whether or not a reasonable person would make such a mistake in such a situation that matters.  A crappy tie-down that any reasonable person would know has the potential to severely injure or kill someone is likely negligence.
