So I got a scooter from a friend that just didnt want it anymore, 2008 kymco people 250.  I ran it for a bit after it was in storage for 6 months and ran out of coolant and i think destroyed the head casket 200 miles.  Is it worth fixing, cost estimates?  the scooter guy in south philly was trying to tell me no but he was also trying to sell me another scooter.

Please advise, thanks in advance

If you can do the work itself, the engine is pretty accessible and it doesn't take much to access the head gasket. You'll need to check the mating surfaces for flatness, and lap them flat if they aren't.

Paying someone to do this work is probably going to be very expensive though.

What symptoms is it having? What happened at 200 miles?

This is about the same post as you made in 2016. Sounds like the same bike with the same problem. I think the reason your bike shop wants $1000.00 for repairs is that the damage is more than just a head Gasket.
