The laws.look pretty light to me. 
Did your area have a lot of DWI scooters before the drivers licence requirement?

There are already two scooter shops that recently closed.
Just curious . . which two Las Vegas scooter shops are you referring to?

Two were in my neighborhood. The are Black Jack Scooters and Pacific whole sale. Pacific Whole sale used to be on the west side of Vegas before they moved over by the East side near the airport.

Have also read that parts resource ScrappyDogScooters is "moving our operations out of Vegas" . . up Interstate 15 a bit to Utah near St. George.

I'll try and answer as best I can.
Most people, especially kids don't think you need a driver's license to ride a 50cc scooter on the street.  WRONG
Having a driver's license has been a requirement of riding a 50cc vehicle on a public roadway in Nevada.
Motorcycle endorsement if riding a cycle over 50cc or x amount of horsepower.
What changed is that the scooter itself has to be registered to a licensed driver, and have a license plate affixed to it.   
Cutting down on scooter thefts was the official reason for the new law.  Tweakers and DWI / DUI'S favorite alternative mode of transportation here was/is the stolen scooter.
Only advantage of drunks and tweakers riding scooters while high, is that when they run stop lights or stop signs, most of the damage is done to themselves.
