It has less than 700 miles on it and it's bone stock with no mods.

Well I finally got it over to the shop and this time I let a buddy ride it over so he could feel the issue.   Well he felt it plenty of times.   

Of course the shop claims to have felt nothing whatsoever.   Go figure!   They changed the plug again for giggles and still they felt nothing.    I told them that if it continues I may have to seek legal advice due to it being somewhat new and under 1K miles.   They kept it four more days and rode it around for about 30 miles.  Still nothing.   To me it feels like the idol has been slightly increased.   Because of that, I no longer have the issue.
Runs just fine now so I guess I'll leave it be.

It's a good model Kymco.....one of their best sellers.
Sorry you had issues with it, and with the dealer.
Problem I had with the mechanics was a listening issue....no matter the detailed description I gave....they got on it, hammered the throttle, or let it idle for awhile. Neither of those revealed the issue, of course.
Anyway , glad it is resolved for you.

I've found that the broken record technique works, to some degree. They finally get tire of hearing your story and seeing your face and figure out that it will be better to just fix the dang thing, than to put up with you. It's a shame that it has to be that way, sometimes. You can also contact a Kymco rep if all else fails. Believe it or not, but Kymco doesn't appreciate the dealers that treat THEIR customers that way. This information and a couple of bucks will get you a great cup of Joe down at Tom's coffee shop.

I know it’s been a long while since I’ve been on here.  I hope all of you all are well. 
Well I took it back after the last post and I have no idea as to what they did to it but it runs great now.
