Can you replace just the inner cable on a speedometer?

I recently bought a 2006 People 150. when I bought it the speedometer was not working. I took the cable off from where it mounts to the front wheel and the cable is broken. Can you replace just the inner cable or do you need to replace both inner and outer? If you can replace the inner - does it just pull through and allow the new cable to push through? Any  reason why these break? This Scooter has low miles about 5K - it seems a speedometer cable should last longer then that. Thanks in advance!

Yes, you can replace just the inner ,but i don't think you can buy the inner cable. I think the main cause of cable failure is lack of lubricant, you will get warning signs, bouncing speedo, noise from the cable to name two. Chain lube is an easy way to lube the cable. When I bought one for my Yamaha XV250, I tried to get the inner cable, but the genuine one was only about $20, complete, inner and outer.
