I personally don't like them because car drivers mistake the flashing light for an emergency situation. When necessary, I weave a little to get noticed and/or hit the passing switch a couple of times.

I agree with GeezerBob although for different reasons. First, I find them irritating. While they do make you more visible, irritating other drivers is never a good idea. Second, they do to good of a job. I have trouble not looking at the scooter/cycle with them on. They may also work against you due to the "moth effect."
If you're still interested just Google "headlight modulator".
Another down side is that you might have the same problem this fellow did:

The case was dismissed, but it was still a hassle for him.
