What is This Part For?

When I removed the right side engine cover to adjust my valves on the Bet and Win, this part was hanging loose in the side. What does it do and how should it be attached?

Yes, the part is called an oil through in the parts manual.

By the way, why remove the right side cover to adjust the valves?
