Scooter starts then dies after sitting a couple days

2012 Agility 50... I replaced the carburetor last summer.  But now after sitting all Winter (added Stabil to gas), it is hard to start.  I had to use starting fluid and start it several times.  Starts then quits after 2-3 seconds.  After starting like this about 3-4 times it will finally run and I let it warm up by idling then it is fine.
Could fuel be draining out of the carburetor or fuel line?  Could that little "vacuum operated fuel pump" be the problem?  I'm not sure what to change or look at next.
Any ideas, please?  Thanks!

Recommend that first, you read some of the several hundred posts already here on this very problem. Then come back...
