Kymco maxer in-line fuse to charger plug

Help, My maxer recently stopped charging, chargers fine but no current going to or from the battery, heard a sound like a fuse popping just before, can anyone help as to a position of a possible fuse and how to get to it.

This question arises periodically here and the owner's manual consulted to jog memory! Other owners say the fuse is under the tiller panel. A frying, popping sound is more like hot wires grounding becaise fuse blowing is generally nearly silent. I would recommend disconnecting battery before removing tiller cover. Be on the look out for burned wires....
