Still if the moisture gets on the suit, gloves and boots then wind chill has an effect.
I do like the mitts. I didn't know they sold those so mitts that protect the "knuckle-drager gloves from getting wet, well that solves that problem. Hands get so numbing cold that it is painful sometimes.
As for need license in California the law is clear. If it has an engine (even a power skateboard) you need a license. If it runs on the road you need Plates. It is up to the local authorities if they enforce this.
My county ignores what they call (mopeds) under 50cc with or with out peddles. Moped = Motor + peddles. Other counties will impound without.
I have decided to get the mitts first and see how it goes this winter on the leg covers. As I said I have a suit.
