Better to ask your question over  on the Vespa forum. A lot of MP-3 wheelers over there.

And, I'm feeling a little peculiar.

What's up with so many people wanting to know about riding scooters year-round, or in the snow? Seems there have been several inquiries along these lines in recent days, and I can't recall much of any discussion like this (other than Stig talking about his cold-weather rides and such) during the past several years.

I think it's fair to say that scooters are not really designed as an all-weather conveyance, and while you CAN ride one whenever you want to, that doesn't necessarily mean you SHOULD. Then again, I believe there is a Chinese Scooter company named Ice Bear, so maybe if you get studded tires...

A few years ago I seen a vidio from Norway on ice racing  with studed tires, so there is a way for any one who wants to ride on snow,.
