You wouldn't be very high on small wheels with the tar strips on some of the roads I ride on. When wet they are downright scary & I have 14 & 15 inch wheels.  I know a guy who had a Goldwing come out from under him trying to negotiate a curve when the tar strips were wet.

I have ridden on wet tar snakes.  They aren't fun on any size of tire.

When I lived in Rome, I hated scooters with the smaller tires, especially travelling over bridges and cobblestones. The only time I dumped a scooter was on a Vespa on wet cobblestones. I find the larger tires to be much more stable and able to take bumps a lot more efficiently. Smaller tires may be nimble, but I prefer the safety of the larger tire.
