On my LIKE200i the headlight comes on when I turn the key ON - then goes off while starting - then comes back on.
When I turn the key on, my Piaggio Liberty150i keeps the headlight off until the scooter starts. Remainder of the lights are on....as seen here.
The LIKE has a 35/35W headlight - the Liberty has a 55/60W headlight.
Either way - electrical demand is reduced while starting.

*the 3V Liberty also vents some compression during starts - I think this is to lessen the work for the starter.. and the battery (6Ah~!)
