Please help with my 2012 Kymco Like 50 2T

Hi everyone! Hopefully someone can help and/or have insight on this.
So I just took out my Kymco and right away I felt something off. I would be riding and heading towards a stop sign I would feel it slowing down without touching the brakes. When I got home I put it up on a stand and noticed the front wheel was not spinning freely (lots of resistance) unlike the back tire.
  I figured it has something to do with the front brakes, but I want to try everything before actually dismantling the whole front wheel.
 Please anys suggestions/thoughts. Thank you in advance!!

Remove the brake and try the same test
Currently:

2T atomizer + bushing

Check brake fluid level in the reservoir window!
Look good?....then ...

Scrub the front disc with a rough green plastic dish washing pad.
If that doesn't free it, it is likely a contaminated brake pad.
Spray brake cleaner on disc - spin wheel to get the brake cleaner to the pad surface.
