Kymco Bet and Win 250 Issue - Need Help

I have a Bet and Win 250.  It runs good when it's cold.  But as soon as it warms up (within 5 min), the bike wants to die every time you come to a stop.  I've brought it to the best scooter mechanic in the Minneapolis/St. Paul area and they have cleaned the carb, adjusted the valves, and everything else they can possibly think of, and it still runs bad.  The bike only has 2000 miles on it.  It looks like new!

They are leaning toward the carburetor being bad just from sitting...... and/or the throttle positioning sensor (TPS) being out of set (ie. someone moved it). 

I could really use some help here. Any ideas, recommendations?  Does anyone have a lead on a new or used Bet and Win 250 carb?

Does this scooter have a 'by-starter'....a cold start choke device?
Surely your mechanic checked that this choke is correctly returning to its 'hot-running' (non-choking) setting?
