The venue for the First Annual U.S. Motor-Scooter Land-Speed Trials has been changed from El Mirage Dry Lake, Adelanto, CA, to "Historic Route 66", Devore, CA. This is due to the continued closure of El Mirage by the Bureau of Land Management. This past weekend Kathleen Hilz, Scott Hamblin and I spent hours debating the definitions of motor-scooters and miniature motorcycles. Our consensus of opinion is the definition of a motor-scooter under Rule 1 is the correct one:
 
"Motor scooters are defined as a two-wheel motorized vehicle with step-through frame and a flat floorboard for the rider's feet. The scooter engine and drive system are attached to the rear axle. In contrast to a frame mounted motorcycle engine, this front-hinged arrangement allows the engine to swing vertically in conjunction with the motion of the rear wheel. Older Vespas and Lambrettas, most vintage scooters, and some newer retro models have axle mounted engines with a manual transmission with the gear shift and clutch controls built into the left handlebar. Current generation scooters use a Continuously Variable Transmission (CVT). Scooters generally feature bodywork, including a front leg shield and body that conceals all or most of the mechanicals. There is often some integral storage space, either under the seat, built into the front leg shield, or both. Most modern motor scooters have smaller wheels than motorcycles, between 10" and 14" inches in diameter. Most scooters have smaller engines than motorcycles (between 50 Cubic-centimeter cc and 500cc) with a single cylinder, though larger models have twin-cylinder engines to 650cc."

We specifically find the Mustang replica is not a "scooter" notwithstanding it's small wheels. Hence it will never be classified as a "scooter". Consequently, to keep true to our Federation objectives and our scooter enthusiasts, we will not be homolgating the Mustang, YSR50 Yamahas, or motorcycles fitted with small wheels as "scooters". Rule 1.G. is modified accordingly:
 
"1.G. HYBRIDS (NON STEP-THROUGH SMALL WHEEL CYCLES)

Hybrid scooters are defined as two-wheel motorized vehicles that resemble miniature motorcyles fitted with solid aluminum or steel motor-scooter type wheels not exceeding 14". Hybrids have a frame-mounted motorcycle engine featuring a manual transmission with a foot-operated gear shift and clutch lever mounted on the left handlebar. Unless otherwise stated in these Rules, Hybrid engine displacement is limited to 150cc. Engines shall be normally aspirated. Insofar as the foregoing Rules (1.A through 1.F, inclusive) are not inconsistent with this definition, they apply. Hybrid cycles shall compete separately from traditional step-through motor-scooters in a class designated as 150cc Hybrid."

As regards the Fuji S101 Ninja-powered/chain-driven scooter, we recognize it started life as a scooter, and has the external physical characteristics of a scooter. Nevertheless, it is fitted with a Ninja engine. Rule 1.G.(a) permitting it to run is appropriate, and reconfirmed without modification. The Ninja-powered Fuji remains distinguished from traditional motor-scooters.

"1.G.(a) HYBRIDS (STEP-THROUGH SCOOTERS)

Hybrid scooters are defined as two wheel motorized vehicles fitted with solid aluminum or steer motor-scooter type wheels not exceeding 14". Hybrids have a frame-mounted motorcycle engine, with chain or belt final drive, featuring a manual transmission with a foot-operated gear shift and cluth lever mounted on the left handlebar. Unless otherwise stated, Hybrid engine displacement for step-through scooters is limited to 250cc. Engines shall be normally aspirated. Insofar as the foregoing Rules (1.A through 1.F, inclusive) are not inconsistent with this definition, they apply. Hybrid scooter shall compete separately from tranditional step-through motor-scooters in a class designated 250cc Hybrid."

We will continue to accommodate the Mustang replicas, and the chain-driven Fuji, running in classes properly distinguished from traditional motor-scooters for the simple reason that SCTA bars them from competition. Racers seeking to enter small wheel cycles falling outside the ambit of Rules 1, 1.G, and 1.G.(a), will be examined on an ad hoc basis. Because of time constraints associated with conducting events at land-speed venues, requests to add new classes must be submitted in writing at least twelve (12) months in advance of the event in which entry is sought. The MSILSF Executive Committee will respond to such requests within ninety (90) days, and may summarily deny same without explanation.
